Condom With Vibrating Ring Cannot be sold in a number of States in US!

I am just reproducing an entry at the following link:

"There is a similar condom made by Trojan here in the US that cannot be sold in a number of states (including where I live, Georgia) because the vibrating ring used in it is considered to be a vibrator, which is illegal in many states, as well as other sex toys in general (Stores attempt to get around the law by selling vibrators and other adult toys as 'adult novelties' and put a "For Novelty Use Only" sticker on the box)."
What do we say about this? In fact, there are any number of advertising programs on the net and web hosting companies that get you to commit while signing up that you will not sell vibrators through your website!
I am not trying to be prudish or judgmental saying that it is immoral or could be illegal or anything else like that. But we can discuss the issue sale of Crezendo in India without ourselves being judgmental about those who are opposing the sale of the vibrating condom. In fact, if we allow it in a majority of Indian states, we could in fact be showing the world the way in the areas of family planning and controlling HIV spread. It may, however, have to be discreet and the product may have to be packaged in a special way. It can't be put out in the open!
By the way, in all the confusion, it is not clear who does the condom enhance the pleasure for - man, woman or for both?!
